Buying a lot in Randolph County, NC: septic, sewer, zoning and flood checks

Septic and soil evaluation process
In NC, the old "perc test" is now a soil and site evaluation by county Environmental Health. If the site qualifies, the county issues an Improvement Permit (IP): where the system can go, what type, and for how many bedrooms. The Construction Authorization (CA/ATC) comes next and is needed before a building permit. An IP for a 3-bedroom house may not cover 4 bedrooms.
This is a two-stage process: Improvement Permit, then Construction Authorization. You need the CA before building permits are issued, and an Operation Permit after the system is installed. The county doesn't publish turnaround times; ask Environmental Health when you apply.

Sewer and city utilities
Inside Asheboro, Archdale, Randleman or nearby, ask that city's utility department; Asheboro doesn't post a utility connection page online, so call the City of Asheboro to ask about water and sewer taps. Rural parcels usually need a well and septic. If sewer is available, you generally skip septic permitting, but there may be tap or extension costs.
Zoning and setbacks: where to check
Randolph County Planning & Zoning (https://randolphcountync.gov/213/Planning-Zoning). A zoning permit is the first permit required, and most rural land is zoned Residential Agricultural (RA). Several towns extend zoning up to a mile past their limits (https://www.randolphcountync.gov/DocumentCenter/View/793/Citizens-Guide-to-Land-Development-PDF). Asheboro: city Planning & Zoning; a single-family zoning compliance permit is $30 (https://cms9files.revize.com/asheboronc/Document Center/Planning & Zoining/25-26P&ZFees_New_FINALADOPTED.pdf). Ask about the zoning district, minimum lot size, front, side and rear setbacks, road frontage and access, and any HOA or recorded restrictions.
Flood check
- FEMA Flood Map Service Center: https://msc.fema.gov/portal/search. Look up the address and check for zones A or AE.
- First Street (riskfactor.com): free property-level flood risk score that models future risk beyond FEMA zones. It's useful context but not a regulatory determination.
Pre-purchase checklist
- Make the contract contingent on an IP (or a soil scientist's report) for your bedroom count, and give it enough time
- Is a permit already on file? Get a copy and check its date (5-year validity)
- Is sewer available, and what does connection cost?
- Will a well be needed? Ask neighbors about water quantity and quality
- Zoning, setbacks and minimum lot size; deed restrictions and HOA
- Legal road access (not landlocked) and driveway permit (NCDOT if it's a state road)
- FEMA flood zone, wetlands, streams and buffers
- Survey with corners marked (also needed for the soil evaluation visit)
- Title search and easements
- Rough site-work budget: clearing, grading, a longer driveway, an alternative septic system
